The Local Alternative
@davidrevoy that the reminds me of the Slouching Towards Bedlam text adventure, a geeky steampunk adventure. https://ifdb.org/viewgame?id=032krqe6bjn5au78
You can play it offline by grabbing the Z5 file and playing it with Lectrote, Gargoyle, Frotz or any other z-machine emulator.
The gblorb file can be run on Gargoyle/Lectrote. It's the same game.

In the beginning was the Word, and it was hungry. Enter a steampunk adventure set in a London that might have been. The year is 1885. Bedlam Hospital still stands in Moorsfield, a decaying shell used to house the poor and the hopeless. Steam-driven mechanical wonders roam the streets. Gear-wheeled analytical engines spin out reams of thought onto punched paper tapes. And in the darkness - in the alleys and the side shops - hide secrets. (Originally entered in the 2003 IF Competition. Re-implemented in Inform 7 for its tenth anniversary, as the original Inform 6 source code was lost.)
