If this one comes out as a (hopefully not) 'Yes' to mass scanning - then what? It's 2 No's to 1 yes. Then what? Is it accepted, gone through with that answer? Is it marinated in nothing? More votes?

Does the two other no's mean absolutely nothing to the point they can just demand another vote? Surely, this is not democratic?
