The setting sounds like it's only about inputs/outputs/context of using Copilot - I don't use Copilot

Or am I missing something and this affects non-Copilot-users as well?

@Doomed_Daniel @AlSweigart They specifically mention “at rest” only with regard to private repos based on my read. There, they are emphasizing that even private repos code is fair game for what you’re describing.

Based on that, it seems to imply that for public repos the “at rest” exclusion may not apply.

I couldn't find "at rest" mentioned in the settings page linked above nor in the privacy statement linked there?

I'm pretty sure they've always used public repos for training
