also quotes org "Measure What Matters" claiming that Labour spent £90M on a PR company campaign to promote SEND reforms (i.e. cutting support for disabled kids in school). this ime fits with how the uk press launches into apparently spontaneous anti-benefits campaigns impeccibly timed ahead of labour's benefits cutting campaigns.
