I remember seeing Yokohama's floodwater management plan in action during the Rugby World Cup in Japan - when a typhoon hit, the athletic park adjacent to the stadium turned into a lake (as designed!). I think the underground carpark of the stadium was also designed to be a floodwater reservoir.
