@Elwell @neil @cstross if we're Rules Lawyering, though, I wouldn't classify a *mobile* phone as "primarily intended for residential use".
@WiteWulf @Elwell @neil @cstross I would submit your honour that a mobile phone spends most of every 24 hour day in the home and that large numbers of people use their phones for hours at home but are not allowed to use them whilst driving or at work.
