If ICE is already being funded by Trump's Big Ugly Bill then exactly what is this all about? Theater?
I'm genuinely confused at how the "middle ground" option helps anything since it holds back funding only for ICE while funding the rest of DHS... But if ICE is already being funded directly from the bill then isn't that a moot point?
