Before passing a law that reforms the #electoral system in the #USA
it is necessary for the #Government to provide ALL citizens with a > free < voting document
(a voter card)
only after ALL those entitled to vote are in possession of this document
can be required
the obligation to present it to vote.
The Government has the responsibility to give citizens the necessary documents before demanding them to be produced.
