You have to comply with the laws of other countries (or states) if you provide services (or in this case, operating systems) to citizens there.
Makes sense right, otherwise companies outside the EU could just ignore EU laws like the GDPR *completely*. The EU will leave Meta alone if they stop providing their services to EU citizens.
IANAL, but what seems to be the solution is:
Don't offer your operating system in problematic jurisdictions. Make the downloads for your Linux distro geo-blocked for residents in California.
