Does anyone know if a router ban includes devices that can create Wi-Fi networks without internet access?

E.g. I have a telescope mount which you can connect via Wi-Fi, it can create its own network.

@thomasfuchs it's actually relatively specific. It defines a router as a consumer grade device that is intended to be installed in a residential environment that primarily forwards IP packets. It also only affects FCC approval for _new_ devices. Anything currently installed or in distribution channels is not affected.
@thomasfuchs it's the last paragraph on the fourth page of this document: https://www.fcc.gov/sites/default/files/NSD-Routers0326.pdf
@zrail @thomasfuchs yea so a Future wifi 8 unifi express would be banned but a rack mount unit would be okay even though it's probably the same supply chain??
