I am certain the wealthy rulers understood that this war with Iran could trigger a severe fertilizer shortage. The real question is what they intended:

Did they believe they could achieve their goals before the crisis hit? Did they simply write off the resulting starvation as acceptable "collateral damage"? Or was engineered famine, and the resulting mass death, always part of the strategy?
