No matter what price they can afford.
Should be an obvious step 0 in a fuel crisis.
But we wouldn't ever do anything to inconvenience the ultra rich, would we?

Fueling Private Jets, Boats, and Cars unless public transport isn't great in your area.
Unfortunately that would mean 95% of NZ wouldn't have fueling of cars banned
