I don't know who needs to hear this (the answer is probably no one Cameron) but the easiest way to close the end of IC tubes like this is to just take an xacto knife and make a tiny cut like this. Then you can press in or out the corner to make a toggleable door, no keeping track of little plastic pegs or tape required

I'm a silly goose and I first read the "IC tube" as an intercostal drainage tube and was confused for a brief, but substantial moment. Seeing the picture clarified that it's the antistatic tubes for ICs that come in that way sometimes.

last time i pulled one of those out, it was in there real snug. when it finally came loose the rest of the tube snapped back from the tension i had inadvertently applied to it and I flung a half dozen chips all over the room.

I would have tried to squeeze a small amount of toiled paper or cotton into a ball that seals the tube.

I used to use drawing pins.

At one point the workshop had a whole bunch of weird small batteries shaped like baby spam tins in similar tubes. Eyebrows raised when some bright spark put a multimeter across one of said packages and measured about 250V.

@old_angry_queer pretty sure my dad used to cut two longitudinal slits into the middle of the end end, and just bend the the resulting tab up/down as needed.
