@aaron.rupar Okay, so who IS responsible, then? This is so extremely frustrating. What kind of answer is this? It doesn't offer any idea of either how this could have been prevented, or how to prevent it in the future, because it puts no responsibility on ANYONE. He makes it sound like govt is just some kind of wacky casino, where you place your bets and hope for the best, and no one's to blame for the consequences, except, I dunno, fate?
