Part of mining and mineral extractions are exploration and discovery costs. You don’t get paid back for things that don’t work out. It is part of the risk of speculating mining sites and size of the lode. Even if the risk was out of their control (government ruling) its part of doing business you have to abide by laws in the region you are in.
