So many countries are now seeing themselves in dire straits, rather than their essential oil passing though the Hormuz straits, that it will give govts the impetus, and popular assent, to rapidly transition to renewables.

I wouldn't hold your breath. In the 2007 shock I gave a presentation to our local planning commission, based on academic & military studies from all over the world which we analyzed on the old oil drum forum. I outlined exactly what needed to be done to prepare for the next oil shock, and pivot to more sustainable & disaster resistant neighborhoods & transportation.

It is 2026 and they did...wait for it...zero of the recommendations offered by world experts.

The the reason for that may be that "progress" does not really exist.
History has higs and lows.
Since capitalism has taken, the rule is to go on va or of what gives the highest ROI, and th to be as big as possible. Petrol is one of these things, agriculture is another.
If an idea give a high revenue, pass.
If another does not, fail.
Bombs, petrol, agriculture, industry give high revenue to few, whatever the cost.
