Maybe there's a term of art I'm unfamiliar with here, but this sure sounds like rank dual loyalty antisemitism to me.
AIPAC is evil and a lot of the evil it does has to do with its Christian Zionist support base, which supports Israel as a vehicle for delivering the apocalypse. Certainly it has Jewish support, but it is not a Jewish organization, "communal" or otherwise.
More importantly, EVEN IF IT WERE, US Jews are not immigrants from Israel, they are not an Israeli nationality, and it is absolutely antisemitism and damaging to suggest that Jewish groups are monolithically Zionists and/or Israeli nationalists.
Suggesting that Jews as a group are Israeli nationalists first and foremost is straightforwardly dual loyalty antisemitism and condemnable.
