What stands out to me is that they also could have cast a cis male actor. It's a choice made to remind people that, in their view, trans people will always be members of our birth sex.

If a trans actor is not available (or even considered), they always choose a cis man to play a trans woman, and a cis woman to play a trans man, with very rare exceptions. That tells you exactly what they think. One exception I can think of was a trans woman character on the British soap opera Coronation Street, who was played by a cis woman, which is a much better choice than a cis man.
