your phone is a computer, and this is an anti-competitive move that has the intentional side effect of incentivizing consumers to install apps from google instead of other markets.

my guess is it won't be long until Google will start giving these signatures out only to those who themselves verified their google accounts with an ID, or something like that. hopefully we'll have a way to bypass this altogether by then - i'll have to do some experiments once this rolls out, maybe i'll find something

Last time I remember I could use my existing Xiaomi account that got the bootloader unlock perms (which were exactly as hard to get as what you describe) but I had to have the sim card with its phone number in the phone, log into the phone, enable OEM unlock and wait 3 days. I was able to use the SIM in another phone if I only removes it when the Xiaomi was turned off though.

Granted that was a humongous level of bullshit and I decided I'm not buying a Xiaomi again after that.
