I don’t think either of them are that rational.
The article even says Netanyahu said he or the US will start a ground invasion instead. And that he’s only halting attacks at the oil infrastructure.
Oh, and also that if the Arabic Peninsula wants a safe way to send their oil to Europe, he will be glad to allow them through Israel for a small fee.
