Why is there a building pissing into the River Irwell? Turns out it is the "Guardian telephone exchange". The neat bits are 35 meters underground, and wikipedia says it was "believed to provide hardened communications in the event of nuclear war; as well as linking the UK government in London to the US Government in Washington, D.C. by means of a secure and hardened transatlantic telephone cable".

So it's a sump pump for the nuclear bunker.
