here in UK/Europe, doing that is considered more of a sign of a defective vehicle, that is going to fail inspection (or could even end up being prohibited if enough folk complain about it) - and very few people will deliberately mod a vehicle to use *more* fuel anyway..
The average speed limit on the highway in my region seems to have dropped slightly which happens whenever fuel prices rise (although folk can't get away with being lead-footed round here anyway due to the abundant cameras)
Oh here, it is definitely modded intentionally, either to show off (i.e. overcompensate) or to be obnoxious to some Prius driver behind them. Given how common they are, I am not sure how legal or not if at all the mod is.
