Explanation:

Not many = FEW
Are inclined = HEEL (as in "heel over")
To shelter = FEW and HEEL are wrapped around
On = RE

Coast = FREEWHEEL

It's a hell of a stretch to take "on" as matching RE, but I like the misdirection of "coast".
