Germans and European countries were more than cowardly over many decades when the US wanted heavy sanctions on rogue countries, but they didn't want to risk higher prices. So please!

When they asked for sanctions against Russia, Europe was not willing to go strong. Watered down. Even with the Russia buildup before Ukraine invasion, Biden had trouble getting help to stand against Russia.
