Well that's an optimized version off the good old fire 10% of the employees and let the ones left over be happy that they are allowed to work more for less

Twice the work for half the budget is optimizing many of these -10% steps into one.

Which have happened over here (Norway) since the beginning of the century, over and over again – in just about ALL papers. For the last 10 years; ended in slavery for the remainers. No 4th estate journalists and editors left in the papers.
