I would suggest doing both.
@Labonitamascota To put this in perspective, in some countries women are required (by law) to cover up much more, on the argument -- official, mind you, as in govt policy -- that men otherwise just can't help raping them. It's not different here; we just set the bar a little higher. We could go higher than that, of course, but just like those other countries the majority feels we've got it about right.
