I had a small godaddy account set up more than a decade ago, and I still get spam to the email address I used.
As near as I can tell, they either sell your address, or have disgruntled employees that steal it.

It seems like you're stuck with a series of managers with various levels of competence needing to revoke and recreate logins with each generation.
But this is error-prone, and then you have a situation like what you're describing.
