I believe that anarchists can out-flank authoritarians by demonstrating to the people that there is a difference between having loyalty to the state and caring for your fellow citizens.

The problem is that most people wouldn't have anarchist tendencies if they didn't (on some level) feel personally betrayed by the people who tolerate state power and its abuses.
