It should be scalably taxed with no exceptions.

You own one house you live in? No tax (or low tax).

Every residential dwelling you own after that costs you a higher and higher tax.

A corporation cannot live in the first house, so they automatically forego that initial first home no/low tax.

Lastly, foreign ownership should be taxed double.
