Nothing, the answer is Nothing. Let the [Microslop, Samsung, Google, and/or Apple go here.] bribed politicians figure out how they're (not) gonna enforce that.

How in the hell are they gonna enforce this bullshit on older registry servers like the 80s ones Costco STILL uses (It's something from IBM but I can't for the life of me remember the name.).
