The real way the gov/big tech (they are one and the same) will shut this down is by making vpns illegal, and making your ISP beholden to this law, and the next step is to make your OS verify who you are with Id or biometric. This means anyone using Linux or graphene os etc will be marked a criminal. All part of their plan.
Idk, given they haven’t even cracked down on things like Monero or the dark web, I’m not super nervous about the immediate future of VPNs. Even the guy who ran Tornado Cash, which was basically just a money laundering website, essentially just got a slap on the wrist. The elites in question also have less political capital and more resentment from the masses than ever. What you’re saying isn’t impossible, but I don’t see it as an impending doom scenario.
There’s also the question of how much being “marked a criminal” really matters. I’ve technically broken the Controlled Substances Act, potentially rendering me guilty of a federal felony, just about every day for 17 years. But even though that’s the law, it’s not enforced. The speed limit in California is 65, but everyone - and I do mean everyone - in the fast lane is going 80. Many countries have already banned VPN, but even in supposedly more restrictive countries like China, people still get their hands on them.
I do really need to learn how to use the dark web just in case the ropes do tighten around the clearnet, though. Never hurts to have a backup plan.
