Sure, you need money to start a war.
But that is WHY Russia started to attack Ukraine. Because their long-term forecast showed, they won't be able to pay for a war a decade later. So they had to do it in 2014 and 2022, even if they were not very well prepared for it.
Turkey for example is too bankrupt to continue its wars.

We all are the American taxpayers now through the tariffs.
THAT is the new reality to deal with.
