working on a thingy for tracking instances that can't be delivered to, API will probably look a bit like this:
the idea is that there'll be something in the settings panel showing a list of instances to which delivery has failed recently, so that you can look for yourself and determine whether or not those instances have (probably) gone down permanently, then block them

@aelspire if they've been down for a long time it probably means they're gone permanently, so blocking them cleans up entries from your database
