It's hard to see how we'd manage to work and live in peace without an agreed to structure of some sort and administrative infrastructure to support it. Something to say that when I meet a stranger I can depend on certain things or the rest respond. Go into a strange place and don't get killed just because I'm a stranger and represent a threat.
