Let's say that you are in political office and you have advisors for specific areas of concern, such as, I don't know ... How about you have advisors for War, or something?
As part of your political position, you are required to have some training and briefings on that position, as well as practical sessions where you are required to experience and take part in scenarios. Let's call them ... um ... War Games.
Plus, perhaps as part of your political office, you have to have meetings with contemporaries (not only from your political allies but persons who are in opposition mainly to your domestic policies) in special sessions bringing in other political offices and governmental agencies and employees, such as the military, where you are all required to work together and act out making great sacrifices, usually of civilians.
It's a great team building, group bonding exercise.
However, despite all these people saying "yes" to you and you successfully completing the scenario tasks ... you are still NOT a military genius, Keir.
