It used to be an old boys network who wrote contracts to match their friends in business needs, coupled with all sorts of other backroom goings on. It was corrupt in the 1970s but less obviously so from dodgy business deals to brown envelopes of cash to ask questions in parliament and of course stuff like quietly feeding paramilitary groups in Northern Ireland.
