Reasonably, each and every politician who could act against, is steerable. There's been built, year after year, an intricate network of relationships. Their caste fears retortion and a fall, if anyone still strongly supported (economy, finance, etc.) is hold accountable for crimes involving many subjects of the caste.
Before the politicians, is the methology that gained acceptance by fooled citizens.
Even jailing them today will need decades to fix.
