NBC News has live coverage on their website, the stated goal is regime change, telling all police and armed forces to "stand down" or be killed, and telling "the people of Iran" to overthrow their government.
Shitstain says the intent is also to destroy the Iranian navy, missile programmes, and non-state allies in their entirety.
Shitstain has specifically made this existential to the Iranian regime, so I would assume all gloves are off. Take whatever actions are appropriate depending upon your location and situation.
He's specifically saying there will be US causalities "as happens in war," and it's hard to call this anything _other_ than a war declared independently of Congress, which - of course - is a power explicitly and exclusively given to Congress in the US constitution.
