actually I think I just watched an old West Wing episode about this recently. I beleive there is a rule about when and where you can carry plaquards, signs and posters, so he likely had to be removed by the rules but was doing it deliberately.

Just FYI this was 100% planned on both his part as well house leadership. He was kicked out last year under similar circumstances. He wasn’t kicked out for what the sign said.
