@Schouten_B @m1rk0 @EUCommission There are 2 votes needed for the Art. 7 procedure, one in each Council. Only the final, veto-freezing vote in the Executive (EUCO) requires unanimity. The vote to unblock the procedure which the EC opened in 2018 is QMV in the Legislative Council where EU member states (NOT vdL, not the Commission, but YOUR own national government) refuse to move against Orban's veto to protect their own.
