Its a very common meme with neo Nazis and white nationalists. They are the only ones I see mention hyperborea. This explains the usage if you skip over the explanation of what hyperborea is knowyourmeme.com/sensitive/memes/hyperborea

The author explains why he chose the name on his site. I don’t think this is a neo-nazi / white nationalist thing despite the irony.
