I guess the city kind of makes up for the cheap Tardis interior. It's also cheap but better use of cheap set design. The silver and bronze look seems like it was designed to be filmed in black and white.

The main thing I know about this movie is that Whovians are ridiculously detail oriented about Daleks to the point of following the journey of specific Dalek suits over the decades by looking at tiny differences from screen shots. The guys from this movie were all new and had strange appearances.
