no education
no food
no healthcare
no living wage
no affordable housing
we can't afford those

The US spends ~$100B on SNAP every year. Food pantries add an estimated ~$20B in value and we still have people going hungry.
I don't know where they $9B from, But it really sounds like a made up number.
I agree that a budget is a moral document. It's a very important moral document. Getting the right numbers on that document is also an incredibly important moral choice.

EDIT: I don't agree that the ICE money is an appropriate use of funding. But comparing that funding to made up numbers is just disingenuous and it undermines the argument you may be trying to make.
