Not really. I don’t live in Russia at the moment, but I know the context pretty well. The percentage of people who can afford that kind of stuff is insignificant; lots of people live close to or below the bare minimum.
Now, there will be a small % that can afford delicacies, but I wonder if those people really would spend 40% on food only.
