Does anyone know of Windows software I can use to quickly open a PDF file, do some basic markups, and save it?

@DeltaWye xournal++ should run under windows; it's for scribbling into pdf files

@DeltaWye I think the Firefox PDF-viewer actually has some basic markup capabilities. Other browsers might as well but I know I've added text in FF before.
@DeltaWye I use Libre office to do some PDF touchups. it works decently for editing the PDF versions of my CAD drafts.
