Some apps are local first or have caching, so the pod doesn't need to be always accessible

Your username becomes a subdomain of your own Pod, hosted by such a pod server. Everyone has their own pods (= accounts on a pod server).
Then your pod (=account) saves a WebID configuration, which makes it possible to log in with it.
I am playing on https://yala.solidcommunity.net/public/ but not much happening there.
