Genuine horror here: many institutions in Britain (and other parts of the world) used to provide only hard toilet paper. Imagine wiping your tender anus with tracing paper. Yes, it's unbelievable. But here's the photogaphic evidence.

@bodhipaksa @frameadvance I suppose the idea was to make it so awful that no one would steal a roll to take home? I remember in schools as a kid we had this brown, rough toilet paper that was akin to a grocery bag, but not nearly as bad as what you describe.
@eugeneparnell @frameadvance I'm sure that's part of it. The fact it was "medicated" was a draw. I heard that Izal gave this toilet paper free to institutions is they bought the company's cleaning products. Also, in some situations (outdoor toilets, including unheated toilet blocks in schools) the hard paper could handle the damp, while the soft paper would become unusable. And yes, no one would steal this except to use as tracing paper.
