"When public attention spikes, authoritarian systems offer a tactical sacrifice."

Like a lizard dropping its thrashing tail-- only this isn't the tactic of prey trying to escape.

Ever heard of the rubber boa? It's a snake whose head and tail look almost exactly the same. The snake crawls into a nest. Its tail sticks up and wiggles as a decoy, and the parents defending the nest attack the tail, scarring it up, while the head calmly pays them no mind and eats their babies.

Oooh, I like the imagery of a lizard dropping it's tail. Give me that on a sticker with a "Don't let them scurry away. Abolish ICE".
