If You have a data plan in any EU country, the plan still applies when visiting a different EU country. Before 2017 local providers could (and did) apply extra roaming charges:

@pink @marcohackney well, in my experience, it works abroad, but you only get like ~10% of the data you can use at home, sooo

It looks like providers can be exempted to avoid massive costs due to roaming (the providers still have to pay for the transfer). Probably written down somewhere in the terms and conditions.
