But we can’t decide on the order: inside out or outside in?

And no, we can't have a different order for borders and outlines, or for box-sizing: content-box vs box-sizing: border-box.

inside out because that's analogous to the top to bottom stacking that we see visually.

Ideally there'd be a way to also make borders stack visually so that we can mix colors, but that seems like a relatively unnecessary use case because we could do the color blending ourselves.
